If you've re-tubed and ran it on different power sources to trouble-shoot the next think to look into would be a possible bad filter cap or cap lead (as unlikely as that is). Maybe also spray some contact cleaner in all the jacks including the FS jacks and work the plug in and out a bit. Spray it on the 1/4 plug not directly into the jack. Do the same thing with all the tube sockets as well and work the tube in and out to clean the sockets real good. Don't spray the contact cleaner into the socket - spray it on pins.

Are you running a pedalboard out front and/or anything in the loop? It could be a ground loop issue.

Mine hums too but only in a certain rooms in my house. Apparently some of the power outlets in my old house aren't grounded properly or something. If I go downstairs with it there is no hum. Have you used yours in various locations? Tried different guitars?

Definitely running a pedalboard, I thought it was that at first, but it still hums without it.
Also thought it was a ground issue, its not, I tour a lot and it hums everwhere
311, I'll try that stuff, I hope it isn't a cap.

hmmmm. Maybe you should call Scott or whoever at Splawn and ask them what they think? From everything you just said, I'd guess it's something like a cap etc. Maybe it's an easy fix that you can do yourself with their guidance hopefully. Good luck and let us know how it goes please.
